On March 7,2015,the State Council approved the establishment of a comprehensive cross-border e-commerce pilot zone in China(Hangzhou).Hangzhou,as the first comprehensive test area of cross-border e-commerce in China,has been at the forefront of the development of cross-border e-commerce for more than six years,focusing on"promoting the liberalization,facilitation and standardized development of cross-border e-commerce".The cross-border e-commerce"Hangzhou experience"with"six systems and two platforms"as the core has been replicated and promoted to 104 other comprehensive test areas across the country.

Since 2020,with the rapid penetration of offline retail affected by pandemics,the continuous improvement of e-commerce infrastructure and industrial services,and the efficient acquisition of brands by social media,cross-border e-commerce has ushered in major opportunities for development.In 2020,Hangzhou had a total of 30353 cross-border e-commerce export online stores,an increase of 10560 over the previous year,nurturing 139 cross-border e-commerce sellers with more than 10 million US dollars and 133 cross-border e-commerce brands.Hangzhou's cross-border e-commerce imports and exports exceeded 100 billion yuan,of which exports accounted for more than 20%of the city's foreign trade exports.Cross-border e-commerce has become a new engine for the high-quality development of foreign trade.

In September 2020,the Hangzhou area of the Free Trade Zone was officially listed,marking that Hangzhou's cross-border e-commerce has entered a new stage of digitally empowered free trade.This transition from cross-border e-commerce to digital intelligence free trade is a change in trade methods,and more of a system reshaping and process reengineering of the digital intelligence development of the entire chain of international trade in the digital intelligence era.The Hangzhou Free Trade Zone will vigorously develop digital production around the creation of a digital free trade zone,focusing on the core of digital trade,with digital logistics and digital finance as the support,and digital governance as the security industry,and thus,speeding up the construction of a world-class cross-border e-commerce demonstration center and a global digital trade center.

Under the new development stage,the Hangzhou Comprehensive Pilot Zone will actively take the lead to promote the three-year doubling of the cross-border e-commerce industry,and strive to achieve by the end of 2023: (1)Hangzhou cross-border e-commerce brands,large sellers,cross-border e-commerce export online stores,cross-border e-commerce training number,cross-border e-commerce service providers doubled; (2)The number of characteristic cross-border e-commerce parks is greater than 7,and the advantages of"park platform+ channel services"are further highlighted.The overall strength of Hangzhou cross-border e-commerce is further enhanced,and a world-class cross-border e-commerce demonstration center is initially formed.
