Hangzhou Xiaoshan: Focusing on Cross-border E-commerce Intellectual Property Protection, Fully Escorting Enterprises’ “Brands Going to Sea”

In order to fully support cross-border e-commerce companies in“branding overseas”,Hangzhou Xiaoshan focuses on strengthening the protection of intellectual property rights in cross-border e-commerce.We are promoting the establishment of the first cross-border e-commerce brand guidance service station in the province,and providing targeted knowledge of intellectual property rights policies to companies through specialized training,roundtable salons,online classrooms,etc.We have also successfully issued the first“patent+trademark”dual collateralized loan in Hangzhou,with a loan amount of 10 million yuan,to help stabilize the development of cross-border e-commerce companies.

Strengthening intellectual property public service,offering valuable insights and advice to businesses.

Over the past few years,the market supervision department of Xiaoshan District has conducted in-depth investigations and assessments in 59 enterprises.We have provided guidance to these enterprises on enhancing their ability to prevent and control overseas intellectual property risks.This includes using the“Smart Compass”website of the National Intellectual Property Administration to learn about intellectual property laws and regulations in various countries and regions,as well as practical guidance on overseas intellectual property.

The Xaoshan District Bureau,in collaboration with customs,commerce,and the court,has organized multiple overseas intellectual property protection symposiums,cross-border e-commerce intellectual property training sessions,and overseas trade patent risk training sessions.These specialized training sessions aim to address issues such as malicious trademark registration of foreign trade enterprises,invalid declaration of patents,and overseas intellectual property layout.Through detailed analysis,these sessions guide enterprises in enhancing their awareness of intellectual property risk prevention during the processes of“going global”and“bringing in”.

In addition,in the Cross-Border E-commerce Comprehensive Pilot Zone and Airport Park in Hangzhou,China,Xiaoshan has established the first Cross-Border E-commerce Brand Guidance Service Station in the province.The service station collaborates with Hangzhou KuaZhiTong Intellectual Property Service Co.,Ltd.,and other intellectual property service agencies with overseas intellectual property protection and service experience.It provides cross-border e-commerce enterprises in the entire zone with services such as predicting intellectual property infringement risks,intellectual property training,and overseas rights protection assistance.

Strengthening the use of intellectual property value and solving problems for enterprises

Over the years,some cross-border e-commerce companies have had multiple intellectual property assets such as patents and trademarks,but the lack of immovable property collateral has led to difficulties in financing.To help companies solve these problems,the Xiaoshan government has repeatedly connected with major banks in the area,innovatively adopting the bank's self-assessment and issuance of US dollar loans to simplify the intellectual property pledge financing process,saving time and cost of evaluation by assessment institutions.The entire process is handled by the bank,from submitting documents to final loan disbursement,which can be completed in as little as one week,saving 30%of the average processing time and minimizing the impact on business operations caused by exchange rate fluctuations.

Strengthening intellectual property rights enforcement and protection,escorting for enterprises

To further strengthen the protection of intellectual property rights in cross-border e-commerce,the government of Xiaoshan District actively explores new ways to enhance the prevention and supervision of intellectual property infringement through the use of digital technology.It provides sellers on e-commerce platforms with information on foreign intellectual property laws and judicial procedures,aiming to enhance awareness of intellectual property rights in cross-border e-commerce.Additionally,the government organizes self-assessments on intellectual property for 9 e-commerce platforms within the district,including Cloud Collection and TOP Live Industrial Park,and provides guidance services to address weak areas,thereby improving the platforms’ability to handle intellectual property disputes.
